PPN 006 (formerly PPN 06/21, renamed under the Procurement Act 2023) applies to suppliers bidding for UK central government contracts above £5M per year. The same standard is referenced by NHS Evergreen, Crown Commercial Service frameworks, MOD JOSCAR and most local authority procurement teams — so if you bid for public sector work, you are almost certainly in scope.

PPN 006 requires Scope 1, Scope 2 and the material Scope 3 categories relevant to your business. NHS Evergreen Level 1 currently accepts Scope 1 and 2 with a Scope 3 narrative, but Levels 2 and 3 (and most large buyers) require a full Scope 3 inventory. We default to a complete inventory so your CRP holds up at any maturity level.

Buyers no longer accept the PDF alone. They look for: the right PPN template, board-level sign-off, recent (within 12 months) emissions data, the latest DEFRA / DESNZ emission factors, a clear baseline, credible reduction targets with milestones, and evidence of year-on-year progress. Increasingly they ask for the underlying data and the auditor-portal access behind the numbers.

No. PPN 006 explicitly does not require offsetting — only measurement, target-setting and credible reduction projects. Offset retirement remains an optional, separate decision. We will tell you straight if offsets help your wider position, but they are never needed for the CRP itself.

Annually. PPN 006 and most frameworks expect a refreshed CRP each year with current emissions data and a clear view of reduction progress against the prior year. We make the annual update a light-touch exercise rather than a from-scratch rebuild.

There is a prescribed template covering organisation details, baseline year emissions, current emissions, reduction projects, and a director-level approval line. Plans that drift from the template are routinely rejected at the compliance check stage — we always submit you in the current PPN 006 template.
