Under PPN 006 (formerly PPN 06/21), any organisation bidding for UK central government contracts worth £5 million per year or more must publish a compliant Carbon Reduction Plan. The plan must include Scope 1, 2 and relevant Scope 3 emissions, a commitment to Net Zero by 2050, and be signed off at board level.

Beyond central government, NHS Trusts, Integrated Care Systems (ICSs), local authorities and Crown Commercial Service framework suppliers are increasingly required to submit CRPs—even for smaller contracts—as part of Social Value requirements.

A credible net zero strategy is typically structured over 25 to 30 years, with most UK organisations targeting Net Zero by 2050 in line with the UK Climate Change Act. NHS bodies target 2040 (direct) and 2045 (supply chain).

The strategy development itself usually takes 2 to 4 months and covers: baseline footprint measurement, emissions hotspot analysis, near-term reduction targets (aligned to SBTi 1.5°C pathways), a long-term roadmap, and a governance structure. Delivery is then phased across short (1–5 years), medium (5–15 years) and long-term (15+ years) actions.

Yes—when used correctly. The global consensus (SBTi, GHG Protocol, UK Government) is that offsetting should only be used for residual emissions that cannot yet be eliminated through reduction. Offsetting is not a substitute for cutting emissions at source.

At NetZero Group we only broker verified credits from Gold Standard, Verra (VCS) and the UK Woodland Carbon Code. Each credit represents one tonne of CO₂e independently verified by a third party, and we provide full retirement certificates for your reporting and audit trail.

Scope 1 — Direct emissions. Sources you own or control: company vehicles, gas boilers, on-site fuel combustion, refrigerant leaks.

Scope 2 — Indirect energy. Emissions from purchased electricity, heat, steam and cooling.

Scope 3 — Value chain. All other indirect emissions across 15 categories including purchased goods and services, business travel, employee commuting, waste, use of sold products, and investments. For most UK businesses, Scope 3 makes up 70–90% of the total footprint.

PPN 006 requires full Scope 1 and 2 reporting plus five specified Scope 3 categories. SECR requires Scope 1 and 2 plus business travel.
